But Kirsch said the act is unconstitutional as applied to KDSA, as it is preempted by federal law and violates the Foreign Commerce Clause, according to the <em>Law Journal<\/em>.<\/p>\n\n\n\n<p>KDSA and a Russian firm share the same parent company, which led to the former&#8217;s inclusion on the list. The suit came on the heels of the Treasury Department canceling KDSA&#8217;s existing state contract this past summer, according to the <em>Law Journal<\/em>.
